Not as such.
You have a certain number of Action points per model. It costs X
AP to do something. You can do stuff like move 1 square forward for 1AP, shoot for 1AP, you can move+shoot for 1AP, you can turn 90* (not 'up to' - ALL turns are 90*) for 1AP. You can move into
B2B with a stealer and die for 1AP (they roll more dice than you do). You can even set overwatch or fire the flamer or whatever.
Now, here's the kicker. You have 5-10 models and you generally don't have enough points to do everything you want with them.
You can shoot before you move, you can shoot during a move or you can shoot after your move. You can move, do
CC stuff and if you have
AP left, shoot THEN.
It's a more "action movie" boardgame than static
GW tabletop game (where you do XYZ per phase and ONLY XYZ. So you can't ZXY for example).
