One is slow yet reliable and unlikely to break down. It takes some skill to use, but if you have it, there's not too much that can go wrong. The other has lots of speed, but is susceptible to break-downs and is much more at the mercy of the currents. I know which one I'd take, too, but the clipper corresponds more with Tau than human tech.

A couple of places talk about how the various "main Forges" (like the main temple of the Forge World, basically) maintain a data-shrine that transmits the results of research and development, along with other data of interest to the Mechanicum, to Mars. Mars then takes this data and adds it to their library as they work to slowly rebuild the tech-base of Mankind.

A data-shrine is a computer, not an astropath. The Mechanicus doesn't really have Psykers on a grand scale, and certainly wouldn't be using one to transmit binary data. Mars is very, very, very far away from just about everywhere else in the Imperium, so comm-lasers and the like are not a feasible option (too much distance, too great a chance that something gets in the way to block said laser). Quantum computing is the only other option. Change state of entangled particle on Forge World A, Mars gets update almost instantaneously.

The downside to this is the fact that Mars needs a separate receptor-shrine for every Forge World. Sure, there's only a million worlds in the Imperium, and a relatively small fraction of those are Forge Worlds... but that's still thousands of quantum computers to come up with.
