The Chaos Gods gave him the souls of some of their most powerful daemons. In return for the life matter the Emperor promised his own life (as he knew he was a perpetual). But he still needed the Life Matter, so he had himself sacrificed in a ritual, his reasoning to the Gods was that he would leave the Primarchs to rule Humanity in his stead. The Chaos Gods therefore gave him the life matter of their daemons, and were thus enraged when the Emperor came back to life. Thus after their attacks on the infantile primarchs, they started the HH just to get one the primarchs to wield something that would kill the Emperor or at least trap his power, meaning that he would have to stay on the Golden Throne to stay alive.
