By default depending how you sent it. Priority mail should have $50 ins. Any other standard you have to pay extra and it's only a few dollars.
This should help. Without insurance then you might lose out on cost.

My god, what an donkey-cave - they're not obliterated at all, and are definitely in a "glue and use" condition.
This is the problem with the world today - people look at the likes of ebay and think "feth it, I'm gonna complain about nothing and get the world on a plate!". They do so, and the seller suddenly has to bend over and take a rod up the twit-twoo. All the protection out there is for the seller, with little or none for the buyer.
Paypal has not long renewed their policies to further enable buyers to shaft the seller, anything up to about 6 months after buying iirc.
My honest opinion is feth him. They're in a usable condition. My hones to god approach to this would be to refund him the cost of a bottle or 2 of glue (or even just send these to him) for him to fix it himself.

It doesn't matter what you think, you need to take responsibilty. Did you advertise them as fully assembled and painted, or as fully painted and may/may not be fully assembled when received? Very few people would consider receiving easy-to-repair damaged goods acceptable if they payed for undamaged goods. Put yourself in the buyers place, and make it right.

I have packed miniatures before really well and no matter what there is always that one time when a package handler has been exceptionally rough with a package. It gets pretty irritating when this happens. Here's a thought: If I put some sort of note in my ebay listings that says something to the effect of "I will not be held responsible for miniatures breaking apart during transit. You are buying miniatures for a fraction of the price of a new one and if they come apart during shipping you will just have to put them back together yourself."
No amount of reasonable packing material can prevent these fragile little miniatures from breaking apart, especially if heavy packages are being dropped down on the miniature's package during shipping. One time I put a really nice large miniature in a package that was in another package with packing materials in between the two packages. This protected the package really well, but I don't think it is reasonable to expect packages to be packed like this, especially when buyers are not willing to pay for shipping costs like that.

Use better packing material and use more of it. I avoid bubble wrap all together. Use packing peanuts as they fit around the models better or if need be, use crumpled paper.
Make sure that the heaviest items are on the bottom (there is no way to ensure that the box always stays upright) and always, always, always make sure you have at least an inch of packing material between the walls of the box and the item you are shipping on ALL sides. This protects your package the most when it gets tossed around or rolls around on the belts while being sorted. Its also a requirement to get a claim from UPS or FedEx.
