Agreed, with no false modesty I've got a pretty substantial vocabulary, and I'd never heard of it.

I actually thought it was a typo for 'obvious' and he meant that they felt what they needed to do was self evident and consequently didn't invest time or effort into it.

Same here. Earlier this year, I scored in the 99th percentile on the verbal section of my GMAT. I'd never heard that word in my life. The word is in such rare usage that if you google the term, the first five pages are all dictionaries, thesauri, pronunciation guides, etymology, etc., with the single exception on the second page of a craft beer that goes by the name "otiose."

I had! well, it was the spanish word for it, ocioso, and it has a wider meaning so that's probably why it sees more use than in english.
