They need to stick with one or the other. Either release codexes that are complete entities, or drop the codex completely (or replace it with a fluff book, or a completely optional book ala Warmahordes) and include the rules in the box with the model.

The current approach is just a mess. Particularly when combined with GW's continued refusal to tell players what's coming up.
I'd venture to guess that this is how they can keep a publishing calendar on track, but still protect the IP by not releasing rules for models that don't exist.

Basically, the entire Tyranids Codex doesn't get held up simply because the Toxicrene or Not-Mycetic Spore aren't ready for distribution.

Besides, they've always done this. Plenty of mid-cycle products litter the history of 40K. Land Raider Crusader comes to mind.

Marneus Calgar is referred to as "one of the Imperium's greatest tacticians" and he treats the Codex like it's the War Bible. If the Codex is garbage, then how bad is everyone else?
