I don't quite see how that example relates to this. If you're skilled at playing
40k, it means you're good with the strategy/tactics/listbuilding aspects of the game, not how well you can fudge individual dice to get better results. The game works and is designed on averaged results on a
D6 (more or less, or at least so I'd hope), so rolling in a way you can have a say in the result is indeed cheating. Knowing that average isn't cheating, knowing your table isn't cheating. Again, rolling individual dice to get better results, is cheating.
