And this is leading into cheating territory.

Are long runners from kenia cheating, because they come from a place in the world where since ancient times those who couldn't do long runs died and had no children? If someone trains and is skilled at something, it doesn't make her or him a cheater. If we went this way everything would be cheating, Know the table before game? cheating. Know how much damage your units do to meq or geq. cheating again.

I don't quite see how that example relates to this. If you're skilled at playing 40k, it means you're good with the strategy/tactics/listbuilding aspects of the game, not how well you can fudge individual dice to get better results. The game works and is designed on averaged results on a D6 (more or less, or at least so I'd hope), so rolling in a way you can have a say in the result is indeed cheating. Knowing that average isn't cheating, knowing your table isn't cheating. Again, rolling individual dice to get better results, is cheating.

Help! Is there any rule in the BE RIGHT BACK that prohibits rolling 1 die at a time when armor saving?
My opponent always 1 by 1s his Paladins' saves, and it's like he never fails one!

I want to punch people who do this. I believe this is reason 4,612 why I rarely play 40k anymore. I want to shake them and just yell "THROW THE FREAKING DICE!!!"

I roll one at a time, but only on my FNP models, since you can technically stack wounds on one model until he's dead.

It is one thing to roll singles in cases where it matters, like wound stacking a tanky character. My problem is when you empty 30 hits into a unit of marines and then you get

thunk
thunk
thunk
thunk

of individual dice.
