Remember the money the government officials are getting in bribes and the tank divisions they have to insure compliance.
Also remember all that smog is economic growth. Ancient Budha say "You can't eat clean air."*

If 95% of the people are complying, heck, rioting, there going to do something. It hurts efficiency (people are going to get sick), tourism (it's not nice there at all), public image, all kind of things. The chinese government is oppressive, but is, for the most part, supported by the Chinese people, even is partially by fear. There are few governments that can survive when a vast majority opposes them.

But the vast majority don't oppose them. The economy is growing substantially year over year. The average person's life is improving.

Thats the compact they have made. Its a good one.
