They do really need a rewrite on EL, the base idea is fine its interaction with other rules needs work.

I think the reason they wrote RP the way the did is it lets you remove models for things like assaults where models would have to pile in to where a casualty was and then have to move back later to allow a model to stand back up. It really just saves the headache of a ton of book keeping.
