You're rotating it at the hip. That is not pointing then weapon at the target (a rule Walkers don't even follow, due to their fixed 45* arc).

No rule allows you to rotate a model at the hip.

Yes, you're pivoting the top of the model. Please point out were the top of the walker is considered a 'turret' or any other rule that allows you to pivot the model at the waist.
