I'd personally prefer just making flak cost 5, in most scenarios I run missiles because they're 5 points cheaper (20 for a full dev squad) than las, but I wouldn't be too upset I suppose. The issue with large blast frag missiles is again scaling. Keep in mind that a whirlwind, a tank specifically designed to fire really big rockets, only has a 5" blast. I get that lowering it to strength 3 and the bigger size is a reasonable trade, but there'd be a lot of disapproval for realism's sake. Honestly I'd love large blast frags.

In 40k terms, I think autocannon is literally a specific weapon, not a classification of weapons. Consider that everything anyone uses is millenia old, so perhaps that specific scale of autocannon was really popular forever ago and it just became a universal standard? (like the 5.56 is today). Keep in mind that every single bolter anyone owns is almost exactly the same, and any lasgun anyone owns is almost exactly the same. Sure, there might be some autocannons out there that are a higher caliber, but they're so rare you'll never see one in a standard sized game. I know it's a terrible justification, but it's the best I can do with the fluff.


More the game oversimplified in order to make things work.


Oh, for interest's sake, here's the way NATO classifies armour protection - http://en.wikipedia.org/wiki/STANAG_4569 - I'd probably say AV 10 covers Level 2 and you go up from there.
