Presumably all the other aircraft at the same airport were also grounded by fog for 28 hours. What happened to their passengers?

None of them including this one were grounded for 28 hours. This one was grounded 12 hours then had a 16 hour flight. I assume most other planes had flights of lesser durations, and it is also likely they were not all boarded before the fog moved in.

Try Incheon South Korea for 14 hours

I can kind of get the hesitation to just disembark international travelers. That can be kind of a pain in the ass for a few reasons.

Still a dick move after a couple hours.
