You'd basically be able to take the cheapest troops and HQ tax possible amongst all dexes to unlock the most powerful units possible.
At least with anything that isn't unbound you have hq and troops taxes.

I could run a pask as my hq with BA DC, IG wyverns, iron hands schism of mars sicarn and typhon, smashfecker and ws bikers. That's way worse than what we have now.

But to add to the topic, I do like the IDEA of allies. In a galaxy where only war exists, there WILL be threats too big for just one army to tackle on their own. And desperate times call for desperate measures. There will be a time where even the Tau or Necron will need help, and have to swallow their pride and ask for it. Hell, I could even see a time where the IOM could con some Orks into helping out for the promise of lots and lots of loot (Only to possibly betray the Greenskins afterwards, or vice versa). That IS the beauty of this universe. You CAN find reasons for ANYTHING to happen, if if it seems implausible.

That said, the sheer abusive nature of the Ally Matrix right now is a bit depressing. When the Xenos are effectively shafted on who they can take with them, and the restrictions further imposed for doing so are vastly greater than the PLENTIFUL IOM allies...it's kinda gross. I get why Orks don't play nice with others. It's fluffy, but that doesn't mean it's not total horsegak that every single IOM army can tag team with one another with ZERO penalty.

As I mentioned before, I think the simplest solution would simply be allowing all factions to ally with every other faction; with a fixed point tax depending on the level of alliance (e.g. 200 points for a detachment of Battle Brothers).

So long as the whole "Battlebrothers" qualification has existed it's been a huge problem gameplay wise. Tau-eldar lists in 6th ed, the IoM happy hour we have today, both are pretty broken and as a direct result of battle-brothers. Furthermore the current matrix doesn't make much sense. If you want to run renegade guard or something with chaos, you're F'd unless you go to Forgeworld. There's fluff in the Ork codex about the Blood Axes working as mercs for the IoM and even going so far as to trade with them, but Orks are now CTA with IoM. Tau are phenomenally stupid, and will literally work with anyone if you just pretend to not want to hurt them, yet they have CTA with more than just nids?

The matrix is broken in making some combos stupid strong, neutering other races, and blatantly going against fluff in some cases / limiting our ability to "forge the narrative" (but also letting us rape the narrative, nids and crons working together lolwot?). It should be redone and made way simpler.
