If you enfilade the enemy, you don't need to move. Proper placement (aided by Infiltrate) can let you attack the enemy most anywhere on the board.

As a rule of thumb, the designers do not hide "easter eggs" in the rules. If clever reading is required to unlock some sort of hidden option, then it is most likely the result of wishful thinking.

But there's no sense crying over every mistake;
You just keep on trying till you run out of cake.

If you have little or no mobile firepower, your always going to struggle against a highly mobile force. On a 25% terrain board you will struggle to cover the entire board with firelanes even if your using Alpha legion horde-marines. Move and fire units with decent range will usually be able to find somewhere to hide, and kill the few models that can see them. Some speeders, terminators or indirect fire will help to flush out those threats.

Though a bit fragile, and limited in roles, you can also consider a Dev squad with a Razorback. If you are going for range and strength, take the lascannon variant. If you are going for lots of dakka, then the HB varient. The usefulness will depend on the map size and terrain, but I have used it to great effect in the past.

I totally agree, mobile firepower is a huge advantage in this game. And as i said earlier, the best tanks are those that ignore most of the damage table, which coincidently are also the most mobile. Falcons, hammerheads, etc. However, most imperial vehicles really are not that fast, they can move 6 inches and then fire.

There are trade offs, but for the points, i would rather take a highly survivable dev squad, and as stated, properly placed, they will have a huge impact on the game.

There are just too many anti vehicle weapons out there that will waste your tank in one shot, especially non skimming, non chaos possessed vehicles.

Just my two cents though, if vehicles work for you then go for it.
