Maxes out at 3 until an faq as per raw, but your point is still correct, it's odd as he was never a psyker.

I like your effort op but none of the new legion traits capture the feel of the Legion's in question to me.

White scars: they are all about mobility and getting the job done to its full completion as shown in scars, hit and run as standard for all bike, jetbike, and jump infantry is a must, scout for any rhino based units also, and forbidden from using dreadnoughts of any kind.
they also lack any kind of unique gear and units, but I'm sure you.plan to have them somewhere along the line, I'd suggest a special power lance for characters and dueling tulwar.

Dark angels: your trait doesn't seem to fit them.at all, again I'd suggest the following.
Dark angels have unique wing structure.
Deathwing: all terminators with the dark angel legion trait have the stubborn use
Raveninwing: confers the scout usr to all bike and jetbike units with dark angel trait
Ironwing: confers extra armour to all vehicles chosen from the dark angels detachment
Dreadwing: confers the hammer of wrath usr to all breaching marines with the dark angels trait.
Skywing: confers either (depending on what you guys think) the outflank usr to flyers taken from the Legion's astartes army list, or move through cover to any jump based units with the dark angels trait.

I'll try to cover the others later.

It's implied Cypher was Chief Librarian Zahariel.
The White Scars emphasize speed more than mobility if you remember. How many times did you "speed this, speed that" in Scars?

Speed is mobility? I think I see what your saying however, but the trait only seems to buff one aspect, personally as odd as it seems I'd like to see white scar infantry gain battle focus and the bikes gain hit and run, btw I'm not a scars player, world eaters, and I like what you've done with them.

Sorry but when I think "mobility" I think "adaptability". Because mobile by definition has more connotations towards adaptability, and ease of movement. Not speed of movement.
I just read up on a theory that he was chief librarian, and saw another opportunity to set 30k apart from 40k

Ah fair enough, that theory is wrong and has absolutely not basis in fluff at all, but!!! Go ahead anyway as the fluff changes all the time.

We'll have to agree to disagree on the mobility aspect, as adaptability has nothing to do with mobility in this context to me, mobility is literally getting from a to b quickly and efficiently, but that's just my literal brain.
