You're forgetting this fictional game is set 38,000 years in the future. Small explosives from just 200 years ago can't do what modern explosives can, so why can't small explosives have advanced in the last 38 millennia?

Bad logic. An explosive from 200 years ago does the exact same damage as a similar explosive dies today, and as a similar explosive will do 38,000 years in the future, because physics is the same. Explosions are not cylinders, they are spheres. An explosion blocked by a wall will be blocked by a floor.

The in-game issue is that GW failed to replace rules for multiple level structures in 7th that were present in previous editions of the game. And common sense (a very uncommon thing) lets you see under an opaque blast mark by simply checking the edges from above, and noting the stuff in the middle.

Per RAW, blast are Cylinders that ignore Flyers, not spheres that hit everything within the sphere not masked by a wall or floor. Way to go GeeDub.

Only if you make the mistake of assuming that the explosives are in any way similar. Given the relative power of a bolter, something no body armour we have today can stop cf to armour in the game that can, I think that is a fairly sily assumption to make.

Youre also assuming solid walls and floors. Ruins. Seriously, Ruins. The clue is in the name.

The rules point to Ruins as being more like quantum style electron clouds where you cant know where anything is until you throw the dice. The walls are ever-changing, you can walk straight through them, through the floor but still they block line of sight and just having your toe inside will grant you cover even if the opponent is right next to you.

Just imagine the ruin having more holes than a swiss cheese and the blasts pouring promethium and antimatter plasma blabla.

Well going by this and the comment about how no armor we have today could stop a bolter. If you read the fluff about what these things actually do then your 100% wrong. A bolter would be stopped by a regular Sapi plate. And the fluff about the explosives is that these are just as powerful as modern day weapons. I base this on what these weapons due to a regular human in the fluff. The Bolter is just a mini missile that explodes after impact, sapi plates would stop this. Explosives due exactly what modern day explosives due so im assuming they didn't advance the technology to the point where it can pierce solid floors 2-3 floors down......but hey thats just common sense and as stated before, Common sense is an uncommon trait. Especially for geedub.
