I think that choosing what trait your warlord has is the way it should go. In a campaign my ork warlord is on the rise to power, but for some reason he can't make up his mind about what kind of boss is he. Is he a sneaky git or a bellowing tyrant? It keeps changing, making it impossible to forge any kind of narrative.
The paying a cost for warlord traits just shows their biggest issue, they are unbalanced. If we are expected to generate a random trait, they should all be of value or else my games become "you/your opponent generated an extra 50 pts of gak to deal with, good luck dealing with that with your 750 pt army."
You should be able to choose warlord traits, but they really need some balancing first.
