Agreed on that part. I don't see any reason for the church to care one way or the other as long as there's enough births to keep the planet running and Imperial Guard tithes going out. If too many things are forbidden they become shameful secrets to blackmail people with, something sinister cults etc could use. That's something from a cheap short scifi story I read once - religious rule and so on, anyone who didn't want to appear suspicious made sure he had som small harmless vice that the monitors could "discover" and know he's a normal human.
