our meta has agreed to stay away from forgeworld so the people with $$$ (one guy buys a new painted army per week) dont get too much of an advantage over new/poor/weak souled players so i want to stay away from forgeworld

I still don't get the Forgeworld fear-mongering of overpowered models. Nothing they have sticks out as inherently broken, most of their line is offered to fill in gaps for armies (such as CSM drop pods, for instance).
Obviously a FW titan is going to be an absolute monster on the battlefield, but you pay a premium in points.
Oh, and my suggestion of anti-tank would be the same over saturation idea. Though sadly Cultists don't have any options to make them a threat to armor (wish they could take Melta/bombs like guardsmen) you can always throw an HQ with a power fist or high str weapon in the blob. Other suggestion would be a good ol' tri-las predator. 2 lascannon shots and 1 TW lascannon can do some work from the backfield.

Maulerfiends with magma cutters are a good antitank option. They move 12 inches, move through cover, demonic possession, and are a steal at 125 pts. They work best against vehicles that can't fight back because of their WS3, but otherwise are just fun to use. Make sure to take at least two since they're bullet magnets.
Another option is you can choose to run the Mayhem Murderpack formation of helbrutes instead of the Helcult Formation. The Mayhem pack lets you deep strike 3 helbrutes anywhere they're needed. Take 3 with default load out for 300 pts and drop them behind enemy tanks and multimelta away. Plus, its always fun to drop 3 very pissed off brutes behind enemy lines. Makes the opponent have to either deal with them while you move your cultist horde forward or let the brutes tear through their backfield.

YES! Maulerfeind pairs are awesome. Definitely draw a lot of fire, but lay the smack down in CC. Just make sure to avoid hard hitting elite units in large numbers, poor mauler lacks the base attacks to compete without getting tarpitted or killed.
Murderpack seems like the only way to get much use out of Hellbrutes, the deepstrike can make an enemy think twice about their backfield.

Depends what you need. Considering your points limitations. The maulerfiends would be the better call.
The forgefiend can pump out 8 36" S8 AP4 Pinning shots with its default load out or two 24" S8 AP2 Blasts that get hot. That'll cost you 175 pts. You can also give it an additional Ectoplasma Cannon for its head for a total of 200 pts. While 3 blasts may sound nice, you need to keep in mind the forgefiend is only BS3, So scattering can be a potential problem.
The maulerfiend on the other hand is 125 pts stock and its fast, hits hard, doesn't get bogged down in cover, and eats tanks alive. Its WS3 makes it better at killing things that can't fight back in assault like most tanks and transports. Put it against a monstrous creature or CC walker and it may not survive very long. Keep in mind, its only FA 12 SA12 RA 10.

I used to love my Forgefiend models (spent ages painting them) but now run them as counts-as Maulers anyways. Like Mr Piddlez said, the BS3 on those plasma blasts are just so unreliable. And at 200 pts. you need every shot to hit before they can make their points back.
Now running a pair of Maulerfiends down the field at some juicy armor? really fun and effective. They also have the added benefit of being bullet magnets, so less pressure on the rest of your army.
