I seriously don't see the problem of giving them t4. The squad pays 40 extra pts to make themselves the same T as Marines. Biker Marines pay something like 8-10pts per model to gain +1T, relentless, and jink. If anything it's too expensive IMO.
The extra warlord trait is too much though.

It has 7 HQs, 2 Troop types with Dedicated Transports, 5 Elite units, 5 Fast Attack units, 6 Heavy Support units, 2 Formations with unique units not in the rest of the codex, and 2 LOW choices.

An entire rogue trader and crew:
Trader: not sure, likely a non-psyker inquisitor stats, with simple pistol options and power weapon (maybe a special weapon, and likely selected as xenos) added gear is an orbital strike relay for 50 pts(no psyk-out but can be addef to the orbital strike watlord trait which might also be his warlord trait granting 2 strikes, 1 as a basic, the other as either barrage or lance)
Astropath: ig/am primaris with only divination and telepathy. Basic force staff(one of the Newer with ward) and basic pistol options(las base, bolt for +2, plasma+10)
Navigator: ig/am primaris with biomancy, or sanctic. Either no force weapon or sword only. Las auto or bolt pistol.
The rest of the force being henchmen units, and xenos mer s(freebooter flash gitz, and 10-"man" kroot with shaper added 3 hounds and 1 ox; lower rifles by 1 str(no pulse rounds) but add sniper rounds for free. Must take ld test to sweeping advance, kroot rifles back to counting as 2 ccws), and maybe some other xenos or marine unit(if marine likely ravenguard or raptors moving "incognito")

I agree with vipoid. Again, even following your rule of quadrupling costs +S of +T beyond +2 each, I could spend 40 points and have a S5/T5 version of Lelith Hesperax who'd still put 90% of the characters in 40k to shame. WS9, S5, T5, W3, A5 with two weapons that ignore armor saves, rampage, and rerolls to both hit and wound in challenges. She could routinely get 9 attacks on the charge if charging a unit at least 1 model larger than her own.
Honestly now that I've said all this, based on Lelith's fluff, she should be closer to this profile anyhow, imo. But the point is, with only the minor alteration of increasing her S and T by +2, she becomes pretty badass, instead of pretty suck.

There is NO SUCH THING as MORE ADVANCED in 40k!!! There are ONLY 2 LEVELS of RULES: Basic and Advanced. THE END. Stop saying "More Advanced". That is not a recognized thing in modern 40k!!!!

The point is that marines aren't 2-wound models with FNP. +1T has a cumulative effect on their survivability that 10pts simply doesn't account for.

It doesn't help your case that bikes are badly undercosted at the moment.
It would be like me trying to balance a unit around Eldar scatter-bikes or a Wraithknight.
