I can kind of see where you're coming from, OP. I hated vehicles back in 5th edition as I felt they were pretty much mandatory to play and a pain to deal with. Wave serpents are neat and all, but they aren't psychic space elf samurai that have their own unique philosophies and character arcs to think about. I mean, the pilot can be a cool guy, but it's not the same.
But then if you didn't invest a certain amount of your army into your own tanks and ways to kill the enemy tanks, you'd just get pounded into the ground by tank guns. :( It felt like you had to spend X points and dollars on semi-faceless vehicles before you're allowed to use the characters in your story. Plus, my sense of aesthetic finds vehicles much cooler when they stand out as rarities in an army rather than being the main thing you see.
I'm much less fixated on tanks now that my footdar army is viable. ^_^

ATTENTION. Psychic tests are unfluffy. Your longing for AV is understandable but misguided. Your chapter doesn't need a separate codex. Doctrines should go away. Being a "troop" means nothing. This has been a cranky service announcement. You may now resume your regularly scheduled arguing.

4th ed was pretty good for foot lists. Especially eldar/DE and Nids as Fleet of foot/claw actually gave you a mobility edge and helped really bring some movement tactics in the game.
I really think that the Run rule was the first rule to really start the downfall of the game for me. It suddenly made everybody just like anyone else in the movement phase.

Once more, moderation in all things is key.
Which is why, once upon a time the game had practical limits on how many vehicles you could field, before literally every unit could take a transport and before heavy support tanks could be fielded in squads.

Now you see, vehicles in 5th where only a real pain if you had not bothered to bring any dedicated AT weapons. I find that many people whom complain about it where only bringing a token of AT firepower and thus where being stomped.

I'm with you on this. One of the changes from 4th to 5th I really didn't like. It is nice in one way, but removing mobility differences bothered me. Run wasn't the only change that had this effect.
