This could be useful as a quick guideline, but if your aim is league/tournament play, then I have found that you really need to give models a point cost. Here are two units that break every non-point cost system I have seen: War Mammoth, Ogre Kingdoms. The war Mammoth is actually a Slaves to Darkness model and can be brought on over and over again with a Chaos Lord's ability. Ogre Ironguts smash everything.

The war mamoth is large enough to need two bricks of monsters on his own (I believe) so would be 1/5 of your units available. And with my system each of the iron guts would be equivalent to 4 white lions of chrace level models. It actually looks like it would work out for those.
