It's mist showers to help people from getting too hot at an outdoor location in the middle of summer. They're very common devices that quickly and easily cool visitors without drenching them.
When I first saw this in the news I thought it blatantly ridiculous.
They could possibly have a similar effect from swamp cooling fans, but in my experience, misters are faster and more effective.
Moreover, while misters need just water, fans need both water and electricity, and electricity may or may not be available in sufficient quantities at that location.
Next summer they'll probably have a story about visitors having heatstroke and the lawyers will start shouting about 'why didn't they have something to cool down patrons'.
