Isn't there a debate about being able to swap that weapon on a Chao Lord? Because it's a piece of wsrgear, like Frag Grenades, that happens to have a profile and a weapon, but it isn't actually a weapon possessed by the Lord, it can't be swapped out. The Chaos bikes give specific permission to change that, but the Lord has no such option. You can't swap out 3" Blast option on Frag Grenades for a Relic, so why would you be able to swap out the Bolter option in Bikes.
Just a vague memory of a debate but I don't know if it was resolved.

Hmmm.. yeah I think that one (swapping the bike's weapon) is a bit iffy, I certainly wouldn't do it myself. Seems even more dodgy than swapping a grenade for another weapon.
Besides which, the combibolter is part of the bike... If we are being silly, I say if you are going to swap out the bolters, you also lose the underslung bike  .
Exceptions might be made for awesome conversions.

Nornal bikers are allowed to change the bike's bolter for a special/heavy weapon instead of the marine's bolter. It only makes sense to follow the same habbit on the rest of the book.

if i fired a squad of ML devs at your lords rhino unit for 2 turns you'd be dead, burning brand is really good on a biker lord or similar but not OP since you have to invest a lot to mke it properly good

The back and forth bit can go on all day, but the point stands.
A rhino has a heavier risk because it can be stalled or wrecked. Bikes can't be pinned or go to ground and are relatively tough enough to give the lord a chance to deliver and chase down targets.
Not saying the rhino option is bad, just that there are risks involved.
