Tolkien sets the precident in The Lord of the Rings where the vocal stylings of Orcs are diffinately cockney. (coming from the Oxford don of philology what does that say about his opinion of Londoners?)
GW picks it up and runs with it adding the mob mentality football hooliganism aspects "ere we go, 'ere we go, 'ere we go!" And all that.

The most sensible version of events I can come up with is that durring the expansion of the Emeror's great crusade they came across a planet called Upton Park, it was the home to the crumbling ruin of a once great society who had been overrun with orks. The subsequent exterminatus destroyed the planet but fragments scattered around the galaxy spreading a unique kind of ork strain that had a profound impact on the way orks and the imperium would communicate ever since. There is a secret chant known only to the highest echelons of the imperial cult that can calm a Waagh and halt its advance momentarily. However the resulting unification it engenders within the ork ranks is such that any brief respite gained is followed by a single devastating coordinated assault. As once the orks start singing they believe themselves victorious, and the ork psyche being what it is this may become a self fulfilling prophecy.

The song goes "I'm forever blowing bubbles..."
