Yes, because the Meg Armors Slow and Purposeful gives all models in the unit (=those bloody Lootas) the ability to move and shoot.

Yes, you can take a big mek in mega armor and it gives the squad he is in SnP. It can be nice, but you lose the ability to run and fire overwatch. I highly dough you will miss those abilities when it comes to lootas and Mek Gunz. Personally, I put a big mek in mega armor and put him with a unit of flash gitz and have them ride around in a battle wagon.

Side note, you can not do the same with the Da Supa Cybork. Relentless only applies to model with the Cybork. SnP applies to the whole squad.

Counter-Attack is one. When a unit that contains at least one model with this special rule is charged, models with this Special Rule gain +1 Attack. So, rule is triggered on an event to the unit, but only possessing models can benefit.
