What armies do you think have the best flyers?

I'd go for a Lord of Change that rolled 3+ armor or 4+ Feel no Pain. 1/3 chance of getting those.

Psychic support. Combat Beast if it doesn't want to fly. 3+ re-roll 1 is good for small arms fire. Can be buffed by Grimoire or other sources. Can buff itself via psychic powers. Is good in combat at s8 for just 10 pts. Rolling all Tzeentch means access to AP1-2 against ground targets.

Only real weakness is Instant Death and no proper way to deal with AV12 fliers or AV13 walkers.

I like tau's FW fliers. The barracuda mounts some pretty ferocious firepower, and gets +1 to it's kink save so it's a bit harder to kill. Remoras are small, cheap, and fun. Great anti-flyers with their networked markerlights and seekers, and put out a tremendous amount of 5/5 firepower at 36". They are also pretty hard to kill for a 10/10/10 2HP because of shrouded, and can deep-strike behind enemy lines to take out enemy vehicles
