I have an idea, but I want to see your answers.
If it's *movie* Starship Troopers, 40k wins.
If it's *Book* Starship Troopers, Starship Troopers wins.
Book Starship Troopers are everything Space Marines wish they could be. Take a human, give them power armor with capabilities like a Crisis Suit, but better, and tack on weapons akin to assault cannons, flamers, and then a tactical nuclear missile launcher to boot.
Why did they make them so wimpy in the movie? That sounds badass.
Entirely because of budget. They had the budget to do bugs, or they had the budget to do power armor. They could, in no way, shape or form, do both.

Well, the starship troopers movie was actually already being written with a different title, too. When the starship troopers name came available, they snatched it up and renamed it, or so I've heard. Which, while the satire is entertaining, the book is far more badass. The whole battle doctrine of the MI is what Space Marines wish they were. Drop from orbit, and each individual trooper is give a square mile of territory that is his, and his alone, and his mission is to utterly destroy any enemy forces that fight back within that square mile, using anything from hand to hand combat (while wearing a suit capable of ripping apart any organic enemy combatant without a second thought) to tactical mini nukes. There are multiple types of suits, with fast, mobile command suits hopping around where needed to coordinate the assault, heavy assault suits, etc. It's pretty awesome.

Hmm, that is apocryphal, and not in line with what Verhoeven has said. He set out to make a ST movie that he wanted, and did exactly that. He's been quoted as saying "I wanted to do bugs and power armor... I had the money for one or the other".

I could be wrong. Or, maybe they were inspired by starship troopers, wrote the movie, and were able to get the name later. Dunno.

Starship Troopers' Bugs vs. Tyranids... essentially the same thing. So, I'm not sure who would win. On the plus side, Nids have their bio guns mounted facing forward rather than having to fire them out of their butt.
