This is not World of Warcraft, Battletech, Star Wars, or the Forgotten Realms. Things here are static. They have been for 10,000 years, and likely will for another 10,000.

40K has many traits of the Cthulhu stories, in which the reality is that, in the end, all is for naught and man will fall before the gibbering, careless hordes of mad gods whose existence predates mankind.
If I had my choice though, the Tau would take mankind's place and bring a gentler rule to the universe.
They will, the newer fluff seems to be pushing them in this direction as well. Tyranids and Necrons won't because it would be lame. No inspirational speech, no evil villain speech, just sterile death, it would be the equivalent of the galaxy colliding into another galaxy and everyone dying. Also 40k is a human centric universe. It will either be Emperor worshiping Humans or Chaos worshiping humans. It would be an interesting twist if the Eldar managed to recreate their empire but that's not happening.
Orks will win in the end, if its the orks vs nids in the galaxy its still a ork win since orks will have a good fight..yall keep forgetting orks never lose either..and you damn well know one lucky ass ork will loot the golden throne

Tau Empire. They will eventually persuade entire worlds to their side without a shot being fired. You can't compete with that kind of voodoo. In addition, they just ARE progressing techologocally at a rate too great for the other factions to hope to outdo. Most other factions long sense apex'd.
The final thing that makes the Tau empire the obvious choice is they are better people.

Orks have been in a state of victory right from the beginning. All they want to do is fight. If they can't fight other civilizations, they'll fight each other - actually killing off the other factions would diminish the galaxy in their eyes. When the last ork finally dies he'll die fighting, which of course also counts as a victory.
The Imperium may be stuck in a perpetual state of grimdark, but to an ork, the galaxy is a bright and wonderful place, full of opportunity.
