Don't bother putting too much effort into this, if you don't want to play him, don't.

Stand him up, use the time to take his mother out for dinner instead. Wink at him across the breakfast table.

I would never play a game without having a list on hand and every book/data slate that I'm using and I expect the same from my opponent. Playing from memory is generally a bad idea that will lead to mistakes.

I'm pretty casual about that. Unless its a tournament I just don't care enough. If they gotta cheat to beat me, Im flattered. But I dont sweat it in casual games unless its just too unbeleivable.
I recently oplayed a Battle Company at 1500 and didnt know I was. half way through the game Im like "dang this is a HARD game. Seems like iron for miles" and then he told me. Lol. Still won and it didnt really MATTER that he had one. the game wasnt going to chang just because I knew it.
Having said that. I do appreciate it when they bring the list.

Development: I played him at 1500 points. It was a 'close' game, but the moment I started to get a solid upper hand on him he got a call and said he had to bug out. Thing is, even though he wasn't winning he could of came back, and it could of been a good game. I did bring all my cheese though (I don't have the new mega gundam models, but i've two riptides, so I wouldn't say I was brining a stupidly OP list, even if it was the best I could bring with my collection as it stands.)
Whatever though. I talked with people at the store after he left and it turns out this is normal for him. He often goes 150-300 points over, and leaves because "Reason's not relating to him losing" whenever he starts to lose in the slightest. I also confronted him about his points being over by 150 the last time he played and he gave some confusing BS excuse, and I was like "Sure whatever." I did call him out for some stuff like picking up bad dice as if they weren't 1s, and asked to see his codex a few times when he did things that seemed fishy and caught him out once.
Anyways, I'm just going to not play him again, and take you guy's advice in that regard. The sad thing here though, is that after talking with him he seems like a really nice guy it's just... I think he's one of those guys who can't handle losing for whatever reason. He was a bit better this time, though I do suspect it had a lot to with me calling out his points being off the last time and me in general seeming a lot less tolerant of his 'errors'.

Well it's fully his problem now. You have every right to a fair and fulfilling game and if he doesn't have the chops to grit it to the bitter end, it's his loss.
This is why my first tip to any new player is "learn to lose". This game, with all of it's imbalances and randomness, will require a stiff upper lip since you will lose and it will feel like the dice cheated you. If he can't take enjoyment in it, it's just going to be a crappy experience for everyone, especially since you're not suppose to be there to stroke his ego for him.

Hell, I'm not that bothered by the Stormraven. Why? Because, as it stands right now, it's "limited use".When it's shoehorned in to the Codex: Space Marines, then yeah. I'll be irked.

I think one of the nicest things the game does for many people is teach them how to lose magnanimously. Not everyone is taught though!

If he seems nice then allow him for now, deep down we can all have TFG moments. As long as he wasn't racist to you or wanted a fight then its no biggie.

One of my friends was like that. Nice guy but if he's losing, you can tell immediately. He used to start bitching at every thing that goes wrong as if the universe was made to torment him.
One time, I was sick to hell of it and I went off at him. I was REALLY mad and yelling at him across the table in the store that if he can't deal with losing, that's his own problem and he doesn't need to ruin the fun for everyone else involved by being whiny.
I hurt him, but on the ride home we had a long talk. I made sure I made VERY clear that I like him immensely as a person. However, I made him very clear aswell that his atitude towards the game leaves no room for me to have fun. If he makes a play or is lucky, that makes him happy but when the reverse happens I'm not allowed to feel happy, I have to feel bad for him.
He recognized that and changed his attitude. It's not like he's cheering when I blow up one of his units, no one does that. But his reactions changed and he'll keep to a "you lucky son of a bitch" and carries on just like anyone else.
Far too often, people don't take into account the feelings of their opponent. You don't have to be happy when you lose, just don't make winning the condition of your happiness.
Of course I can't speak for him but I'd say it has improved the experience and I like playing him very much. I regret hurting his feelings but all in all I think it had to happen in order for him to grow as a gamer.
