I don't know why you'd stick him in a Razorback. You're taking him for Zealot. Razorbacks are not delivery systems for melee squads.

Why one wouldn't take Terminator Armor, a bike, or a jump pack I don't know.

The only reason to take a razor would be the reclusium command squad. And that’s kinda “meh” IMHO.

Chaplains on foot are kinda a lame duck. You want to get into CC ASAP, and foot slogging or hitching a ride in a rhino/razor is not the way to get there. The only reason to take him if you are hitching a ride in a transport that won’t fit TDA, or you want to keep his points as low as possible. A full company list, with free razors and a lot of tax units I think is the main reason to field him.

Terminator armor is the weakest of the upgrades. The 2+ is nice, but it’s bulky and slow. It keeps you from the inevitable sweeping advance as you crush the foes of the Imperium. If you are going to teleport in, might be worth it. I generally don’t find DSing termies that effective. And if I’m taking a LR, I’ll just take Cassius, but I’m an Ultra with the option, not everyone can do that. On the other hand, the TDA chaplain is normally near the top of the “coolest looking mini” lists. You know you want him.

JP units are the ones that benefit the most from the chaplain’s presence. And frankly, they go the places he wants to be. If I could have only one chaplain on the shelf, and he was glued set, it would be a bare-bones JP chaplain with just his crozious and a BP.

Bikes are good. They don’t really want to be in CC, although they do OK there. Mostly due to HoW, T5, and generally being able to pick their targets. If you are using a formation that requires a chaplain, and includes bikes, it’s not a bad spot to be. But there isn’t a lot of synergy here. Unless you take a CC bike command squad, but that’s kinda pricy.

Even if you think there's little synergy with bikes, don't forget that he would unlock Bikers as troops. That's pretty good.

True. But so does a librarian, captain, or techmarine. If you are using a CAD (for the troop unlock to be relevant) there are better options. Not that chaplains can’t do the job, and I love my bike chaplain, but lets be honest here.

With jink, using the chaplains’s 4++ to tank AP 2-3 things is not as useful.
HoW are auto-hit, and bikes don’t have a lot of base hits to re-roll for zealot to really matter.
Fearless is not the best, if you loose combat, you probably want to break off anyway.

Captains tank better, and are stronger beatsticks
Librarians bring the buffs/debuffs, and ones that are probably better for a shooting unit.
Techmarines have a 2+ to tank, and a nice toolbox of toys and abilities.

If you are taking bikes in a demi-co and needs a spot to stick your HQ, sure. It works. But for the unlock, go elsewhere.
