Release the rules for free on the Website, Sell a Hardback fluff filled version.
Any FAQs could just be edited into the PDF and re-released.
No New edition until every army has been Updated. Release a New Codex every 3-6 months depending on Playtesting and What we could do about adding new kits to the line.
Goal would be to add 3-5 new kits and/or update 3-5 kits every codex, With Priority to Kits that are oldest first.
And I would go very heavy handed with codices. We would definitely have a KDK like Codex for all 4 gods, and 2 books for CSM: I for Legions, 1 for Renegades. I'd also make an additional Space Marine codex with the same idea: One for Founding Chapters, and one for Successor Chapters. Use it as an opportunity to make Mortifactors, Black Templars, and other Successor Chapters that are very different from their Founding Chapter have a little bit of time in the lime light.
We would be looking at a Grand total of 28+ Codices.
Space Marine Founding Chapters,Space Marine Successor Chapters,Admech( would roll Skiitari into the book),Imperial Knights,Sisters,Grey Knights,Imperial Guard,Inquisition,Squats, Chaos Marine Legions, Chaos Marine Renegades, Khorne Daemonkin, Nurgle Daemonkin, Slaanesh Daemonkin, Tzeentch Daemonkin, Chaos Daemons, Renegades and Heretics, Craftworld Eldar, Eldar Corsairs, Dark Eldar, Harlequins, Tyranids, Genestealer Cults, Necrons, Tau Empire, Farsight Enclaves, Kroot Mercenaries, and Orks.
With Plans to make an Additional Book for Orks and Necrons, and Possibly Imperial Guard.

OK, I'll throw in my 2 cents as well. I wholeheartedly agree that what's happening now is an utter fething mess. the first thing to do is to put a moratorium on book releases for probably a year. For that time, to make revenue, they would concentrate on releasing updated model kits for all of the long neglected units that are out these. Take that year and rebuild things from the ground up with playtesting and balancing at the forefront. Be open with the community about what's happening and how it's going. Start hyping the new stuff about 3 months in advance of the release and actually work with FLGSs in having a major release event. I wouldn't remove the fluff entirely from the codices, but I would have very stripped down information - say a brief history and a 1 page description of each unit. The codices would definitely be smaller and much cheaper than they are currently. I would look at them almost as a loss leader for getting people to buy the stuff you're really making money on, which are the models. For the rulebook, I would have 2 versions made, 1 stripped down book like the one they include with the boxed sets and one "Collector's Edition" with all of the fluff and bells and whistles.
But this is GW, so.....................

See, I'd actually do MORE codices at the $33 price point.
It's actually a possible way they can start bringing back in some "legacy" stuff that people have been wanting for Guard. Codex: Cadian Shock Troops, Codex: Catachan Jungle Warriors, Codex: Armageddon Steel Legion, etc
Revamp the entire game by hitting a reset button. Rebalance everything. Start over when it comes to rules and points and army construction.
Mostly agree here. Weapons are REALLY showing their age. Lasguns fire less shots than Ork Shootas or a pistol for the Sicarian Infiltrators.

In hindsight, I was setting my sights a little low, and really, all the rules should be free. Just have a PDF section on the site. That way the whole concept of a codex is dead and we can have as many large and small armies as possible.
For the book lovers, they could make a nice hardcover book with fluff and art (and maybe rules) for all the factions.
Then again, I'm not really a believer in having three dozen small codices or supplements for small differences in subfactions. A well written codex for a faction should be able to cover all those details adequately on the crunch side. I also feel people put a little too much importance on having a special rule for every minor deviance or aspect of the fluff.
But yeah, the power creep is real and largely impossible to fix short of a total and complete overhaul.

This would actually be a benefit of just scrapping the codex model entirely in favour of unit cards.
Units could be released with their 'generic' rules, and then various character models would have special rules that apply to units selected to accompany them. So taking an 'Ulthwe Farseer' would give you a bunch of army-wide special rules to create an army from that Craftworld. Likewise for any other faction.
Gives them limitless options for releasing new factions without the need to print a book each time.

I'd release a Sisters codex. And then, then only I would start to think about doing anything else. Or maybe I would just release two Sisters codex in a row…

Make them online, free, and updated in real time. The codices are just there to sell plastic. Why not make it easier to sell plastic? Do the same with the rule book. End the concept of editions.
