There's the fact the Space Wolves don't create Wulfen by choice (or Blood Angels goad marines to go Death Company crazy). These deviations happen and they are put to use or put down. The Black Dragons are suspected of actively causing these mutations and covering it up by sending doctored geneseed samples to Mars.

Are you suggesting that they modified the Space Wolf gene-seed with Fenrisian DNA, rather than just sticking to the stuff they extracted from Space Marines/Leman Russ?

A tiny fraction are tested for becoming space marines or trained as inquisitors, yes. There area very few of those compared to the great mass that are used up or simply killed.

A tiny fraction are tested for becoming space marines or trained as inquisitors, yes. There area very few of those compared to the great mass that are used up or simply killed.
Which is hardly different to the standard citizen.

No. But the gene seed would have been made to be compatible with human stock. If the local Fenrisian dna has been tampered with in ages past, that the Emp didnt know about. It might be reacting to said changes. The Emp isnt omniscient.
