Well I guess we would need to outline the core rules

In my mind core rules would be

Phases
Shooting
Movement
Assault


To me those are the foundations of the house. Once you iron out those out I think you just need to do number tweaking.

I think the biggest issue is
1) number of high AP weapons
2) number of special rules in general.
3) formations

To many unpainted models to count.

Quite a lot of us hate current core mechanics. And core mechanics change from edition to edition anyway.
