If a game is a house, the core rules are the foundation. In order to build the rooms (faction books), you have to have a solid base to build on.
Well I guess we would need to outline the core rules
In my mind core rules would be
Phases
Shooting
Movement
Assault
To me those are the foundations of the house. Once you iron out those out I think you just need to do number tweaking.
I think the biggest issue is
1) number of high
AP weapons
2) number of special rules in general.
3) formations
