I think this is an over-simplification. Also, I think that the agendas of the two meant that they had different timelines. For example, Horus' plan to overthrow the Emperor would be highly unlikely to work if Horus relaxed the time in which he allowed himself to enact his plan. From my understanding, a lot of Horus' plan involved being swift in his actions as well as his enemies not having quite enough time to figure out what he was doing. Abaddon doesn't really have that problem (at least not on the same level as Horus did).
