Regartding Tau "AI" as in the drones; they are individually classed as being of animal intelligence so a given drone simply doesn't have the capacity to rebel as such. They only start to get really smart when they're networked together and that fact alone might well be the deciding factor: right now either the very nature of their network fundamentally limits them to sub-sapience or the networking protocol has been designed to do so deliberately.

If some Earth Caste "genius" gets it into his head to create a 'more efficient' protocol or permanently network several drone-brains together inside a single housing, however….
