this is an easy fix. Allow Skitarii maniples, Harlequin and Inquisition detachments. Maybe legion of the damned. None of them are weird or more powerful than, for example, an eldar CAD full of jetbikes and dedicated wave serpents, which is probably the strongest build in your format.
