From the top down, licenses need to be revoked and prison time needs to be handed out like candy. Not a single person working there should be in charge of another human being, ever.
The PoPo and other law enforcement will not be sentenced to do jail time since they will probably be subject to violence and recrimination inside. They know this, their lawyers know this. This goes had in hand with a perception that criminals deserve what they get and must somewhat be responsible for what happens to them in the care of law enforcement and corrections.
This was not a criminal, though. This was a mentally ill man. They should be charged with abuse and negligence. Same as any healthcare worker would.

In the US there is a strong reluctance or bias against sentencing law enforcement to jail time. They effectively get a get out of jail free card.

The man rammed his own head into the wall, breaking his own neck. His maltreatment is not what lead to his paralysis. The problem here is he should never had been there in the first place, as many have already stated. Even if the LEOs had no idea what to do with him, or didn't have the resources, he should not have been allowed to simply starve to death devoid of treatment. If one man scares prison workers so badly, then I recon they are in the wrong profession. Try walking the streets of a foreign country where everyone totes around an AK-47 not even placed on safe and see how you feel then?
I am sure this is not an isolated event either based on the several suits set against the county.
If you take them alive, and put them in jail, they should remain that way! I am not sure how much more evidence is required to show true lack of empathy for another human being is required, but with the footage being allowed to be shown in court, I am sure the tax payers are gonna have to foot a rather large bill. Too bad they can't make the people responsible serve hard labor at minimum wage, with all money earned going to the family as a penance.

Indeed and burde of proof is not on the policemen who had custody of him. However it should still be looked into properly, even at this late stage.
