Space Marines, Eldar and Tau are Tier 1.

IG, DE, GK, BA, SW are Tier 2.

CSM, Tyranids and Orks are Tier 3.

How are DE a T2 army? By what I've seen of them, they die to a stiff breeze worse than IG.

hm. the following is very personal and ONLY can be applied in the world around myself.

Top tier:
Tyranids, Necrons, various codex marines, Wulfen Marines

medium tier:
Tau, Eldar, Orks, IG, Daemons, CSM, S-wolves (without wolven), BA, DA

low tier:
DE, Harlequins, Sisters

Ere we Go with the tier lists.
The following are in no exact order within a tier and assuming the average of power builds. 1 single cheese build doesn't qualify as being worthy of tier one when the majority of builds are tier 2. This isn't factoring in being apart of an ally combo so much but instead based on them being a majority faction in an army list.
Also Tier 1 = highly completive and not lacking. Tier 2 = quite capable of winning but have vulnerabilities that can be difficult to overcome. Tier 3 = generally lacking with obvious weaknesses or holes in their rules/units. This doesn't mean they can't make completive lists but its what we would consider it playing the game on "Hard Mode".

Tier 1: Eldar, Tau, Necrons, Space Marines, Daemons, Space Wolves
Tier 2: Dark Angels, Guard, Sisters, Admech/Skitari, Imperial Knights, Grey Knights.
Tier 3: Nids, CSM, Orks, Dark Eldar, Blood Angels, Harlequins, all the Imperium ally factions like Inq and MT.

Tier 4 brah.

Eldar are definitely top of Tier 1, but since Marines, Tau and Necrons still stand a good chance against them, there is no need to put Eldar in their own Tier.

This is how I'd Rank them (with each ranked within their tier):

Tier 1:
Eldar
Marines
Tau
Necrons

Tier 2:
Daemons
Dark Angels
Space Wolves

Tier 3:
Grey Knights
Nids
Dark Eldar
Blood Angels
Chaos Space Marines
Orks

I didn't bother ranking Sisters, Harlequins, Stelaler Cults, Ad mech, etc because they either aren't expanded enough, or don't have enough GW support to consider an "army" in their own right, despite having their own codex.

What about Imperial Knights as their own faction?
They are clearly hard to play against if your not prepared for them, but they lack flexibility to be top tier by themselves.
No anti-psychic, minimal anti-air, no objective secured, etc.

That is a silly argument. Pit a mid-level DE player against a mid-level anything else player (besides anyone who puts Abaddon in their army), and the DE will get crushed. Unless you think it makes sense to assume everything else in your list is being played by noobs.

Your obviously not a Dark Eldar player then. CSM, Nids, Blood Angels and Orks at least are all very much weaker than DE before you start using the Covens supplement.

Nids are certainly not, though I'll agree with the rest. DE happen to do better against nids, that's true, but nids have better match ups then DE do, generally speaking.
