You fix the entry by allowing either weapon type at 10 man squads. Nobody would think two Lascannons or Plasma Guns is broken or anything right?

That is not fixed, though. 2 Lascannons with 8 Bolters is unbalanced in weapon targets and we are still at the same issue of either 2 Lascannons overkilling or 8 Bolters sitting to knit.

30K Tactical Squads all only have Bolters, and can up their RoF for a turn or two. 30K Devastator Squads all come armed with Heavy Bolters which then can be swapped out. They don't have this problem until you equip the Sergeants.

Which then takes it to the next point, Independent Characters with an odd Weapon, like the Eldar Singing Spear are still affected by this situation.

That would actually be my main fix for Devastators and Havocs
