World Eaters have a movement bonus of
2d6 inches and a bonus to charge of 3 inches. Troops will move up the board on their own almost as well as they could in a Rhino.
Black Legion has a Speartip detachment that lets units arrive from Deep Strike starting on turn one. If you structure your forces properly, you don't really need vehicles.
Another thought is to look at Forgeworld's Imperial Armor 13 book. It has some things in it Chaos Space Marines can use that give you heavy weapons that would otherwise go on vehicles. For instance: the Rapier Weapons Battery. Take laser destroyers and shoot up opponents from far away.
Unless he has or is getting
IA 13 I would not suggest Word Bearers myself. While you harness on 3+ you also peril on any double. You will peril your sorcs to death without
IA 13.

Iron Warriors are more for defensive play with fortifications and give good anti tank with havocs and Oblits. 6+
FNP doesnt hurt either but you will most likely be hiding in forts with this legion.
Death guard is the hardcore foot slogging legion both in play and in fluff. The best
CSM can offer
atm.
Emps children have more firepower and can be just as resilient with icons but do not have relentless so are not as mobile as death guard.
World Eater marines are also great but are assault focused.
Black Legion can give you terminators as troops on
CAD. And offer Crusader on the speartip detachment which is not as good as
DG, but its nice bonus to have.
Either way you are looking at these four
imho.
