I guess that yes they have assumed that space craft have rendered wet navys obsolete, but may be a cool spin to put onto things at some stage.

Also if there is a planet with almost all ocean, I can just imagine it being used simply as a giant reservoir, perhaps even drained from space and then the water shipped to where it is needed, after which the planet can be terramorphed into whatever is required by the controlling force.
