To me this looks gigantic.



Looking at this, it's twice the size of the warlord titan. Saying a SM is like, 2.5 metres tall on average. A warlord titan from FW is 22.5". A SM model is 1.4". That makes the warlord titan 40 metres tall. So the epic model would be 80 metres tall. Even if we accept that as the height, that's a) almost double 43 metres, and b) almost the size of the statue of liberty, which is 93 metres tall. These things are huge. (About 1/4 the size of the empire state building, but looking at Manhattan, I'd be disappointed if it was dwarfed by the buildings, I want my God-Machines to tower over the city, make you feel not just insignificant, but non-existent.)

SM size is equally as inconsistent; they range from barely 2m to over 3m depending on your choice of source. I do not recommend including them in any calculation.

Which is why I chose 2.5 as an average.

Well, there's your mistake then. The most consistently used size for marines is seven feet, so 2,13 metres.
But you'd probably get better results using vehicles as a comparison, as they're easier to measure and FW has listed their exact sizes in their publications.

Using FW's vehicle scale their Warlord ends up being about 33 metres tall in 'real life', so 40 to 50 metres for Imperator sounds about right to me. The shape and size of the cathedral spires affect the measurements a lot though.

From a model perspective...I do think they'd be much smaller than they "appear" in most art.
