It's not a Faction, but a collective shared line in the Allies Matrix (rulebook p126).

Given the new types of detachments that are coming out with Gathering Storm that allow multiple Factions, it could be an indicator of the whole thing becoming simpler in 8th (or, somehow, even worse, who knows!)
