You know that Orks are resistant to chaos warp power influence. CSM wants total control which cannot be achieved with Orks.

That doesn't always work. Sometimes the orks will refuse to work with you on principle, most of them will only accept ork teef (and where are you going to get those?), and sometimes their prices can be ridiculous or random. Remember, in DOW retribution Bluddflagg would only work for the humans in return for the inquisitor's hat, in addition to what else was offered.

in fairness it was a pretty fly hat

because Orks like a stronger opponent, they want the big battles, look at that one Ork warboss who went into the warp, stopped at Cadians training moon just too toughen up for the real battle, Orks consider Chaos a Good fight, so they would rather fight Chaos then Ummies if both on the same field.

They are also known to eat babies of those they hire and ork eggs taste horrible so they don't use orks.
