Your description is literally what happens in Matched play for AoS and what used to happen in "bound" 40k.

If narrative is well done - that will be fun.

Sometimes staging a scenario and playing it is more fun than playing a competitive game.

When you approach it knowing it's not balanced, but telling a story, it's a bit more relaxing, and can be pretty fun.

So, we've already been doing this, but having a formal framework might make it easier than "You take 1000 points and i'll take 2000. Don't take melta ok?"
