Thanks for all the encouragement! This is my first space marine army since 3rd edition, which i did a ultramarines scheme with no technique at all
For me its all about making the table look more awesome, that goes with game mats, terrain etc.
It really is a hobby that you need a little of all elements for the full experience!

So far as tabletop quality goes, for me its just the main colours applied, preferably where they belong. Any detail work you add past that is a bonus.
A neatly-painted three-colour force can look better than one where details are painted badly...

I might be a bit more picky in this regard since I must admit I have been building models for decades.
It does not take much time to put together GW models, the parts count is way lower than any other standard tank kit out there.
Mind-you, if it was the metal part LR Crusader I may have to revise that: it was a pain in the rear like no other model out there.
I heavily modified the weapons on that, since the ammo feeds were a son-of-a-gun to do and were metal.
BUT submitting the list weeks ahead of time should have given more than adequate time for assembly, prime and at least the primary colour coat put on.
As you pointed out however, there can be other cases that despite someone's best efforts, a sketchy outcome may have to be used or risk the greater sin: not getting a game in.

Also, consider that unfinished models are very OK for friendly games. But if it's someone new, a little advanced warning goes a long way. When I was trying stuff with 6th ed, I had quite a few unpainted models, and some tanks with sticky notes on them detailing their load-out. But I was playing a buddy so it was OK.

That comes down to choice.
I don't play the model if it needs to be assembled / painted in order to assemble.
I like to "blackmail" myself to get some progress with my models.
I would say that if you are into weekly play you can see people are trying to get their army together and that makes it easy to "tolerate" unassembled stuff: they are working on it.
It is when "that guy" fields the same unassembled bare plastic army week by week I say to myself "forget this" and try to find someone who cares a bit more about their game.
It is just so much more pleasant to see the "majesty" of some "table standard" models played.
I will be the least critical person you would meet as long as some effort is made.

True. Just referring to the land raider case. Maybe he was still in process of painting and doesn't want to fully assemble it before it's painted. And since lists were already submitted it was play with partially painted/assembled or paint with land raider sized point disadvantage.
Dunno. I can see how that could happen. All too easy to want to try new piece on next tournament but fail in painting schedule. Luckily I don't play in tournaments where you need to submit list weeks in advance.

I build all my models completely before painting, can make it hard to pain some areas but this is just how i like to roll.

I tend to do this as well, though a few vehicles like the Tau Devilfish (and variants) are disassembly friendly - removable turrets and engines, for example.
