A Inquisition Codex of Sisters of Battle, Deathwatch and Grey Knights plus Inquisitors and the assasins could be pretty cool. And give players a ton of options. You can add "chapter tactics" for the three Ordos, etc...

The problem I have are Sisters of Silence and Custodes. I suppose they could become a "Talons of the Emperor" army if they give them all of the units they have in the lore. The 5-6 types of Sisters of Silence, the variety of Custodes, Custodes Terminators and Dreadnoughts, etc, etc...

I could also see some sort of expansion codex that sort of exapnds on those, as well as Gulliman's Victrix Guard (I mean it's possiable they're no longer simply a codex company.) call it "Defenders of the Throne"
