I can get an entire army + rulebook for that price from another system.

Give us a ~20-30 dollar rules only softcover. I don't need pretty pictures of staged games involving armies I don't even play, nor do I need 100 pages of rehashed fluff I already own with some primarchs shoehorned in at every possible point.

To me as a player not so much, more than half of it is a waste of paper.

To me as the guy the FLGS sends newbies for an introduction to 40k the new rulebook is beautiful and brilliant. It's something for a newbie to flick through during lull moments or while they think and having the turn sheet sheet to get the actual rules from means they're not constantly cursing and leafing to the back to find rules.
If they haven't decided on their army before the game there is a fair chance they will have or be really close to a decision by the end of the game.

I don't break the rules but I'll bend them as far as they'll go.

In my case, the full rulebook wasn't worth the price, the free pamphlet rules & free PDF that's on GW's web site is good enough. I've got 7 editions worth of rulebooks, I don't need more rehashing of the lore and I'm not interested in the "new" state of the galaxy. Five minutes to midnight works well enough for me.

The indexes seem to be a better value, especially as they are multiple codexes worth of rules in one. I ended up buying them, and don't expect I'll buy the "full" codexes down the line.

Also, I am hoping that new model sets will contain the full rules for the unit and/or printable PDF datasheets on GW's web site.

It never ends well

Your situation is pretty much mine.
For some reason it has been slow going reading through the unit lists and I was happy to see the conversions from old to new rules "made sense" to me, seemed more elegant to execute.
I think I even laughed at little extra special rules for unit/weapons to get them to behave "right", I would say so-far I like what I see.
I think I am only one book shy of having got them all (Eldar / Necron one is the only one missing I think).

They do seem to be setting themselves up for having inserts with the models to get things moving (what, no cards with it like Privateer?).
If they release updates to units in WD they may drum up more sales for their magazine.

I would say the fluff-book (very few rules really in it) is fine to keep around as a nice summary of all that is 40k for those who want to get into it as a primer.
Little use to those who have been in the game for a decade or two...

Space Cowboy Cruising Around Olympus Mons

I am debating buying the rulebook but for $70+tax that's $90 for just a few advanced rules like cover and stuff that aren't included in the core rules is steep. I wish they had included the mini soft cover rulebooks have that for 6th and fantasy 8th and those things were great...can't justify the starter kit either because I don't want either army

Honestly, I'm giving GW my money in order to support their decision to make the game worth playing again. Does it need to be $65? Absolutely not. I feel better if I say it's my 8th edition entry fee and letting GW know that if they make a good game then they'll be rewarded financially. Will I get more enjoyment with this $65 than going out to watch 4 movies? Undoubtedly.
