Not paying taxes, whatever that might be, is indeed the first and biggest thing that will get you in trouble with the
IoM. Dealing with xenos above your pay grade or not worshipping the Emperor is a distant concern compared to the tax office.

1. Pay your taxes
2. Worship something that could possibly somehow be interpreted as the Emperor
3. Don't deal with xenos unless you're one of the people who are allowed to deal with xenos
4. Did I mention the taxes thing?
The main thing this does is open up a whole host of modelling opportunities when it comes to combined Astartes and human forces. Rather than having to have a separate Astartes chapter accompanied by an unrelated Guard regiment you can really go to town creating some themed auxilia forces for your Chapter. If you assume that your chapter is backed by a large cohort of mortal serfs and auxilia wherever they go (who aren't remembered for the same reason we only remember the 300 Spartans at Thermopylae and not the 900 Helots that accompanied them) you can really build a whole rich and believable world around your chapter
